- Call to Order. The session was called to order at 9:43 in the morning.
- Opening Prayer. The opening prayer was led by Hon. Vice-Mayor Chiquillo.
- National Anthem. The singing of the Philippine National Anthem was led by Hon. Vice-Mayor Chiquillo.
- Palo Hymn. The Palo Hymn was sung also led by Hon. Vice-Mayor Chiquillo.
- Councilors Creed. The recital of the Councilors Creed was led by Hon. Roca.
Roll Call. Considering that all of the SB Members were present, the roll call was dispensed with and Hon. Jonathan P. Chiquillo, the Vice-Mayor and Presiding Officer, declared the existence of a quorum.
Considering that P/Lt.Col. Ricky C. Reli, OIC-Palo Municipal Police Station, this municipality, item no. 1 under the Business for the Day was taken up ahead, thus: 1.) Presentation by P/Lt.Col. Ricky C. Reli of the Peace and Order Situation in the municipality. The internal rules was therefore, declared suspended, on motion of Hon. Ygrubay, Jr. and duly seconded by Hons. Parado, Roca and Sevilla.
The Hon. Vice-Mayor welcomed the resource person and, after which, was recognized and was given the floor. P/Lt.Col. Reli proceeded in presenting his report on the Peace and Order situation in the municipality through a powerpoint presentation. The points of his discussions were Palo PNP’s Profile, Criminality as against the Safety Situation in the municipality, Operational Accomplishment(s), Community Assessment, and Way Forward for Palo PNP.
P/Lt.Col. Reli apprised the Body that there are 56 uniformed personnel assigned at the Palo Municipal Police Station. He continued to informed of the locations of Police Assistance Centers, wherein, one is at the New Public Market of Palo, another at the vicinity of the Leyte Academic Center, and at the Palo Municipal Police Station itself. He added that there is a plan in putting up an assistance center somewhere within the area of the Municipal Hal or on its adjacent grounds. On the Criminality as against the Safety Situation in the municipality, P/Lt.Col. Reli informed that there is a rise on the percentage of criminality and traffic accidents considering that there is an increase in people interaction as COVID-19 safety protocols are being relaxed.
On Palo PNP’s Operational Accomplishment from April to June, 2022, arrests have been made as a product of operations against illegal drugs, illegal gambling, and on wanted individuals. The Municipal Police Station have been awarded as No. 1 on Operational Accomplishment for the month of June, 2022, in the whole province of Leyte. The Station also intensified its implementation of Municipal ordinances, apprehensions on violation of the Municipal Traffic Code, and on Covid-19 responses. Operations against illegal fish vendors/peddlers together with the market supervisor and market guards were also undertaken. The Station as well, in a joint operation with the AFP, assisted in processing of the surrender and capture of communist terrorist elements from outside of the municipality. The Station also gave Road Safety Advocacy training and enhancement seminar attended by the Palo Auxiliary Traffic Unit (PATU). He continued by informing the Body that they have conducted Barangay Peace Keeping Action Teams Training attended by all Barangay Peacekeeping Action Teams of all 33 barangays in the municipality. And they will conduct Barangay Intelligence Network Training come August. He added that they have supported and attended all other municipal government activities that they have been invited or requested to.
P/Lt.Col. Reli on their Community Activity Assessment, concludes that the Municipality of Palo remains to be generally peaceful and that their office will continue to conduct simultaneous anti-criminality and enforcement operations and enforcement municipal laws. As their way forward, he promised to sustain the continuance of law enforcement activities and operations.
He narrated as well that considering that Palo is a growing municipality, there are consideration of creating an Explosive Ordnance Disposal (EOD) and Special Weapons and Tactics’ (SWAT) units. The creation of Palo Tourist Police is already on the works. He hopes that the Palo Municipal Police Station will be given allocation for the augmentation and addition of uniformed personnel and be granted with the purchase of additional police vehicle(s) for the use of police operations within the territorial jurisdiction of Palo.
After the discussion, the Body extended thanks and appreciation to P/Lt.Col. Reli his presence and presentation, after which, he was excused. The suspension of the internal rules was declared lifted, afterwards, on motion of Hon. Ygrubay, Jr. and duly seconded by Hons. Roca and Parado.
